Apokoronas council faces questions on waste, sewage, water supply and olive fly ahead of June 29 accountability session

Summary

The Apokoronas municipal council holds a mandatory public accountability session on Monday, June 30, 2026, at 17:00, during which the administration must respond to questions submitted by both opposition groups. The main opposition has raised six issues covering water supply failures in three villages, persistent rubbish problems in tourist areas, olive fly spray shortages, sewage at Kalyves beach, the absence of an outdoor play area at the Kalyves nursery, and whether council-owned land has been correctly registered in the national land registry before the end-of-July deadline. The smaller opposition asks about fire-safety clearance of council-owned plots and the lack of any free summer activity programmes for children in the municipality.

Apokoronas Council Faces Eight Uncomfortable Questions at Public Accountability Session

The Apokoronas municipal council meets on Monday, June 29, 2026, at 17:00 for a compulsory public accountability session. The format is straightforward: opposition groups submit questions in advance, and the administration answers them in public. No decisions are taken and no other topics may be raised. Both opposition groups have filed questions that touch directly on residents' daily lives.

Questions from the Main Opposition: "We Are Changing Apokoronas"

Group leader Andreas Kouklinós and four fellow councillors submitted six questions.

Water supply problems in three villages

Residents of Palailoní, Xirosterní and Tzitzifes experienced water supply disruptions recently. The opposition wants to know what caused them, whether the supply has been fully restored, and whether there have been complaints about late or incorrect water and irrigation bills.

Rubbish: a year-round problem

Overflowing bins and abandoned bulky items are regularly appearing online, the opposition argues, damaging the area's reputation. The tourist area of Plaka is cited as particularly bad. The councillors are asking for a concrete plan to deal with both general waste and large items — not only during the summer peak but throughout the year.

Olive fly spraying

Bait spraying against the olive fly (dákos) has begun in some areas. The opposition is asking whether sufficient pesticide supplies are available to complete all necessary rounds — or whether the area risks repeating last year's shortfall, when spraying could not be completed.

Kalyves nursery lacks outdoor space

The nursery in Kalyves reportedly has no suitable outdoor area meeting legal requirements for infants. The opposition is asking whether a redesign is planned and whether the necessary funding has been budgeted.

Sewage reported at Kalyves beach

Residents have complained about sewage appearing at the Kalyves seafront. The opposition wants to know where it came from, whether the wastewater treatment plant was at fault, and whether the problem has been fully resolved — or whether conditions could return to those of a few years ago, when severe odour made the area unpleasant.

Council land in the national land registry

Greece's first land registry mapping is under way, with a deadline around the end of July. The opposition is asking whether all council-owned land has been correctly declared and mapped, whether any errors have been found, and — if so — whether formal objections or correction requests have been submitted in time.

Questions from the Smaller Opposition: "People's Rally of Apokoronas"

Councillors Nikítas Melissákis and Stávros Zoís filed two questions.

Fire safety clearance: council plots still uncleared?

Early in June, the municipality reminded residents to clear dry vegetation from their land — threatening fines for non-compliance. The opposition points out that the south side of the Vamos high school plot was still uncleared when the question was submitted, and asks how many council-owned plots remain uncleared after the extended deadline of June 22 passed.

Free summer activities for children: where is the plan?

With schools closed, working parents in Apokoronas have nowhere to send their children for affordable, structured summer activities, the opposition argues. They note that after eleven years under the current municipal administration, the municipality has no public structures for creative childcare at all. They are calling for a plan — funded through central government grants — to set up free summer programmes open to all children, including those with disabilities, as well as after-school programmes during term time, using unused council buildings where possible.

AGENDA ITEMS FOR DISCUSSION AT THE SPECIAL ACCOUNTABILITY SESSION OF THE MUNICIPAL AUTHORITY (3rd BI-MONTHLY PERIOD MAY–JUNE 2026)

Following invitation no. 6004/12-06-2026 to the Special Accountability Session of the Municipal Authority (3rd Bi-monthly Period May–June 2026) on 29-06-2026, Monday, at 17:00, we hereby inform you of the items submitted for discussion at the Special Session:

Mr Andreas Kouklinós, leader of the major opposition group "We Are Changing Apokoronas", and the members of the municipal group, Ms Eleni Kanteráki (Municipal Councillor), Ms Athina Orfanoudáki (Municipal Councillor), Mr Giorgos Xirouchákis (Municipal Councillor) and Mr Petros Benákis (Municipal Councillor), submitted the following items:

Honourable Mr President, the municipal authority is asked:

1) Recently, problems appeared in the water supply of the villages of Palailoní, Xirosterní and Tzitzifes. What were the causes of these problems and have they been fully resolved? Also, what is happening with the water and irrigation bills? Have there been complaints from fellow citizens recently regarding their issuance or delayed receipt? Has the problem been resolved?

2) Once again for another season, rubbish and bulky items are making Apokoronas "famous" on the internet. Every day our fellow citizens express strong complaints about the improper collection of waste, while the problem appears not only during the summer period but throughout the whole year. Especially in tourist areas, such as Plaka, the situation is indescribable. What is the Municipal Authority's plan for managing the large volume of waste and bulky items?

3) What is happening with the bait spraying for the control of the olive fly (dákos)? Spraying has begun in some areas. Are the pesticides sufficient to carry out all necessary sprayings, or is there a risk of facing again last year's problems, when the pesticides were insufficient and the required sprayings were not carried out?

4) The Kalyves Nursery lacks a suitable outdoor area for infants. Is there a plan for the design of the outdoor area in accordance with the prescribed specifications? Has the corresponding budget line been provided?

5) There were complaints from fellow citizens that sewage appeared on the Kalyves beach. Where did it come from? Was there a problem with the Wastewater Treatment Plant? If so, has it been fully resolved, or is there a risk of a recurrence of situations as a few years ago, when conditions in Kalyves were unbearable due to the intense odour?

6) The first cadastral registration is in progress, with a deadline around the end of July. What applies to the municipal property of the Municipality of Apokoronas in the Land Registry? Has it been verified that it has been correctly declared and mapped? Have problems been identified in any plots of the Municipality? If so, please inform us in which areas or cases problems were identified, and whether the necessary objections or correction requests have been submitted, so that the municipal property is correctly depicted in the Hellenic Land Registry.

Members of the municipal group "We Are Changing Apokoronas" Andreas Kouklinós – Leader of the major opposition Eleni Kanteráki Georgios Xirouchákis Petros Benákis Athina Orfanoudáki

From the minor opposition "People's Rally of Apokoronas" led by Mr Nikítas Melissákis and Municipal Councillor Mr Stávros Zoís, the following items were submitted:

1) Mr Mayor, on 3 June an announcement from the Civil Protection of our municipality reminded our citizens that they must immediately proceed to clear their plots of dry vegetation, and that in case of non-compliance fines would be imposed.

That is, the responsibility for the fire protection of each area is being shifted to the people of everyday toil, who are being called upon in the logic of "individual responsibility" to be burdened further in order to avoid fines and other penalties.

Mr Mayor, at the same time that you are asking the people of Apokoronas to keep their plots clean to avoid fire and fines, the plot of the Vamos High School on its south side has not been cleared of dry vegetation.

You are asked how many plots of our municipality remain uncleared and why they have not been cleared yet, even though the extended deadline for their clearance expired on 22 June.

Respectfully, The questioning Municipal Councillor Melissákis Nikítas

2) CREATION OF MUNICIPAL STRUCTURES FOR CREATIVE CHILDREN'S ACTIVITIES

With the closure of schools, working parents are faced with the same impasse: Where will they leave their children during the summer months and how will they have access to creative activities, sports and culture — in short, what they need for their all-round development.

The ND government, as well as previous governments, once again shift the responsibility to the family, at a time when this is a need that should be met and guaranteed as a social right by the state. The consequences are pedagogically harmful and socially unjust and highlight once again the hostile nature of the bourgeois state in its priorities for directing funding. Thus, working parents are forced to adjust their working hours, exhaust their leave, rely on the invaluable help of grandparents, or dig deep into their pockets for private or even public (but paid) summer activity programmes. Furthermore, where the state is absent, private structures multiply, turning the children's need for creative occupation into a field of business profit, with costs reaching hundreds of euros for each family. The result is that thousands of children spend the summer months either in degraded facilities or isolated in front of a screen, deprived of precious experiences of collective life, sport, culture and creativity.

The creative occupation of children, holidays, contact with sport, culture, books and nature are not a luxury. They are necessary conditions for the all-round development of their personality and an inalienable right of every child.

As the Municipality of Apokoronas, where any such Municipal Structure is entirely absent, we would like your plans — after eleven years in the Administration of the Municipality — for the creation of such Municipal Structures in Apokoronas. At the same time, please make known to us your actions for exclusive funding through central subsidy — in the country of monstrous primary surpluses — to:

  • Develop public and free summer programmes of creative occupation for all children, without exclusions, and why not also camps in the closed and unused Municipal properties.
  • Immediately proceed with the hiring of the necessary permanent staff of all specialisations.
  • Provide special care for children with disabilities and special educational needs.
  • Develop afternoon programmes of creative occupation throughout the whole school year. In the 21st century, with the enormous possibilities of science, technology and produced wealth, it is a provocation that children are deprived of what they need in order to live creatively, happily and fully.

THE QUESTIONER ZOÍS STÁVROS MUNICIPAL COUNCILLOR

No questions were submitted by the Municipal Communities of Apokoronas.
