Apokoronas moves toward a diving park with commissioned feasibility study

The Municipality of Apokoronas is taking its first formal step toward establishing a diving park in the area. An official call has been issued inviting an economist to carry out a study examining whether such a park would be financially sustainable — a crucial groundwork exercise before any larger investment decisions are made.

What is the project about?

A diving park, if eventually developed, would create a dedicated underwater attraction off the Apokoronas coastline, potentially drawing both domestic and international diving enthusiasts and adding a new dimension to the area's tourism offering.

Before any such development can proceed, the municipality needs a rigorous economic and technical assessment. That is what this study is designed to provide.

Who is being asked to do the work?

The contract has been issued as a direct invitation to a single qualified economist, Georgios Kougioumoutsakis, based in Heraklion. This type of direct-award procedure is used for smaller contracts and means that only the invited party may submit a bid — offers from uninvited parties will not be considered.

The total contract value is €6,571 including VAT, funded entirely from the municipality's own budget.

SUBJECT: CALL FOR INTEREST FOR THE SUBMISSION OF AN OFFER FOR THE SELECTION OF A CONTRACTOR FOR THE STUDY ENTITLED: "Preparation of an economic-technical feasibility study for a diving park of the Municipality of Apokoronas"

The Municipality of Apokoronas wishes to implement the study entitled "Preparation of an economic-technical feasibility study for a diving park of the Municipality of Apokoronas", in accordance with study No. 26/2026 of the Technical Services, with an estimated value of €6,571.01 including VAT, and hereby announces the following:

1. The award will be made in accordance with the provisions of Law No. 4412/2016, Article 118, as currently in force following its amendment by Article 50 of Law No. 4782/2021.

2. Expenditure Approval Decision No. A-398/09-07-2026 has been issued (ADA: 9ΕΜ2ΩΨΤ-ΑΔ4, ADAM: 26REQ019416267).

3. Decision No. A-29/2026 approving Study No. 26/2026, entitled "Preparation of an economic-technical feasibility study for a diving park of the Municipality of Apokoronas", has been issued (ADA: Ε9ΖΛΩΨΤ-0ΜΠ), by decision of the Mayor.

4. The project is financed from OWN RESOURCES.

5. The award criterion is the most economically advantageous offer based solely on price.

6. Execution of the works shall commence upon signing of the contract; the total execution period is eight (8) months.

7. The Supervising Authority is the Municipal Committee of the Municipality of Apokoronas, and the Directing Service is the Technical Services Department of the Municipality of Apokoronas. The following provisions apply to the direct award procedure and execution of the study:

8. Having taken note of the above and the documents of the attached Study No. 25/2026, you are requested to submit to the registry of the Municipality of Apokoronas (Vrysses road — current Town Hall of the Municipality of Apokoronas), by the tenth (10th) day of August 2026, a sealed envelope bearing the subject:

The envelope must contain:

Degree in Economics
Certificate/confirmation from the relevant chamber of commerce or other competent professional register, evidencing registration therein and the specific profession
Incorporation and legal representation documents, for economic operators that are legal persons, specifically: A) General Certificate of Changes from the GEMI, issued no more than three months before submission; B) Certificate of Current Representation, issued no more than thirty working days before submission
Tax clearance certificate, issued by the Independent Authority for Public Revenue (AADE)
Social insurance clearance certificate, issued by e-EFKA. It is noted that a clearance certificate for employed personnel must also be provided (if no personnel are employed, a relevant declaration from the insurance body must be submitted), as well as the personal insurance clearance certificate of the employer
Extract from the criminal record, issued no more than three months before submission. For legal persons, this obligation applies to: a) In the case of limited liability companies (EPE), partnerships (OE, EE) and private capital companies (IKE): the managers; b) In the case of société anonyme (AE): the Managing Director, members of the Board of Directors, and persons to whom the Board has delegated overall management and representation of the company; c) In the case of cooperatives: the members of the Board of Directors; d) In the case of other legal persons: the applicable legal representative

Statutory declaration that the economic operator has not concluded a contract under Article 118 with the Region of Crete within twelve (12) months prior to the offer or the taking of the relevant decision

All documents required to be submitted in original or certified copy form must be delivered by the economic operator in printed form in a sealed envelope to the contracting authority by the deadline for submission of offers.

Statutory declarations are accepted provided they have been drawn up after the communication of this Call for submission of an offer, and may be issued electronically at https://dilosi.services.gov.gr/.

The above certificates are accepted provided they are valid at the time of submission; otherwise, where no validity period is stated, provided they have been issued no more than three (3) months before submission.

It is noted that offers from economic operators who have not been invited to submit an offer will not be taken into consideration (Article 120(3a) of Law No. 4412/2016, as substituted by Article 53 of Law No. 4782/2021).
